Cost-sharing reductions: who gets a cheaper Silver deductible
If your income is in range, a Silver plan can come with a much smaller deductible and out-of-pocket maximum. Here are the 2027 income lines and what the savings looked like on Michigan’s 2026 plans.

The three income bands
The Marketplace sorts people into three bands, and each band gets its own version of every Silver plan:[2,5]
- 100% to 150% of poverty: the 94% version, the richest one.
- Over 150% to 200%: the 87% version.
- Over 200% to 250%: the 73% version, a smaller step down from standard Silver.
The percentage is the plan’s actuarial value: roughly the share of covered costs the plan pays for a typical group of people.[5] The lower your income inside the range, the more you save.[1]
2027 income lines in dollars
Coverage for 2027 uses the poverty guidelines in effect when Open Enrollment opens on November 1, 2026: the 2026 HHS guidelines.[3,4,6]
| Household size | 100% | 150% | 200% | 250% |
|---|---|---|---|---|
| 1 | $15,960 | $23,940 | $31,920 | $39,900 |
| 2 | $21,640 | $32,460 | $43,280 | $54,100 |
| 3 | $27,320 | $40,980 | $54,640 | $68,300 |
| 4 | $33,000 | $49,500 | $66,000 | $82,500 |
2026 HHS poverty guidelines, 48 states: $15,960 for one person plus $5,680 per added person; columns are that figure times the percentage, rounded down.[4]
What the savings looked like on Michigan’s 2026 Silver plans
Every insurer that sells a Silver plan on HealthCare.gov must file the standard plan plus the three versions above.[5] Across the 43 Silver plans that 7 insurers sold in Michigan’s 83 counties in 2026, the single-person numbers were:[7]
| Version | Median deductible | Deductible range | Median out-of-pocket max | Out-of-pocket max range |
|---|---|---|---|---|
| Standard Silver (no extra savings) | $5,500 | $2,000–$7,000 | $8,900 | $7,000–$10,600 |
| 73% version | $3,000 | $2,000–$5,800 | $7,400 | $5,350–$8,000 |
| 87% version | $750 | $0–$2,100 | $3,300 | $2,050–$3,500 |
| 94% version | $150 | $0–$850 | $1,750 | $800–$2,200 |
20 of the 43 plans had a $0 deductible at the 94% level. On all of them, drug costs counted toward the medical deductible.[7] These are 2026 plans; 2027 plans post when Open Enrollment opens, and insurers have asked Michigan for rate increases that average 14.2%.[8]
One plan, four versions: a Kent County example
Kent County’s 2026 benchmark plan was Oscar’s Silver Simple PCP Saver (the second-lowest-cost Silver plan, the one tax credits are figured from),[9] at $471.47 a month for a 40-year-old before any credit.[7]
| Version | Deductible | Out-of-pocket max | Primary care visit |
|---|---|---|---|
| Standard Silver (no extra savings) | $5,500 | $9,800 | $20 |
| 73% version | $4,750 | $7,800 | $20 |
| 87% version | $600 | $3,350 | $10 |
| 94% version | $0 | $1,850 | $5 |

How to tell if you have it
- After you apply, check your Eligibility Determination Notice. If it says “Can choose a health plan with lower copayments, coinsurance, and deductibles” followed by (04), (05) or (06), you qualify, but only on a Silver plan.[1]
- Pick Bronze or Gold and you keep the tax credit but lose these extra savings. Catastrophic plans get neither.[1]
- If you have a Silver plan and lose cost-sharing reductions, you qualify for a Special Enrollment Period to switch to Bronze, Silver or Gold.[1]
Below the range: check Medicaid first
In Michigan, adults 19 to 64 with income at or below 133% of the poverty level can qualify for the Healthy Michigan Plan, the state’s Medicaid expansion, if they aren’t on Medicare or another Medicaid program. The state lists work requirements as a rule starting January 1, 2027.[10] See Healthy Michigan Plan or Marketplace. Choosing between metal levels? Read Bronze vs. Silver.
