Short answerMichigan adults 19 to 64 with income at or below 133% of the federal poverty level may qualify for the Healthy Michigan Plan, Michigan’s Medicaid expansion.[1] HealthCare.gov explains that, because of how income is counted, that line works out to 138% of poverty.[2] Above it, Marketplace premium tax credits generally run from 100% to 400% of poverty.[2]

The income lines in dollars

Using the 2026 HHS poverty guidelines for the 48 contiguous states, the latest published.[3]

Household size100% of poverty138% (Medicaid line)400% (credit line)
1$15,960$22,025$63,840
2$21,640$29,863$86,560
3$27,320$37,702$109,280
4$33,000$45,540$132,000

138% and 400% are calculated from the HHS guideline.[3] Medicaid decisions are made by the State of Michigan, which applies its own counting rules.[1]

Healthy Michigan Plan basics

  • Ages 19 to 64, Michigan resident, not pregnant when applying, and not eligible for or enrolled in Medicare or another Medicaid program.[1]
  • Income is measured with the Modified Adjusted Gross Income (MAGI) method.[1]
  • New for 2027: the state lists work requirements beginning January 1, 2027.[1] Check the state’s Healthy Michigan Plan page to see whether they apply to you.
  • You can apply for Medicaid any time of year; there’s no enrollment window.[4]

Rules that trip people up

  • If you qualify for Medicaid, you aren’t eligible for savings on a Marketplace plan.[4]
  • If the state finds you aren’t eligible for Medicaid, it usually sends your information to the Marketplace so you can apply for a plan with savings.[4]
  • If you lose Medicaid or CHIP, you may qualify for a Special Enrollment Period if the loss was in the past 90 days.[5]
  • Above 400% of poverty there’s no premium tax credit for 2027 coverage.[6] See what changed with subsidies.
